JOB SUMMARY
The Director of HR Compliance is responsible for developing, implementing, and overseeing Liberty University’s Human Resources compliance programs and initiatives. This position requires a strategic thinker with a deep understanding of federal, state, and local employment laws and regulations, as well as the ability to collaborate with cross-functional teams to drive compliance excellence. Senior Leadership position, working with other leaders across the University to ensure the University’s regulatory compliance, risk management planning, and liability mitigation.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Oversight and consultation with all facets of local, state, and federal regulatory requirements in employment and labor law; payroll and tax regulatory requirements; compensation and classification; and benefit administration regulatory requirements.
- Works with HR leadership and staff to identify and manage employment regulatory risk, interfacing with stakeholders across the university.
- Development, implementation, and communication of employment policies, in collaboration with other senior leaders in HR, including oversight of Employee Handbook and HR polices.
- Analyzes HR policies, procedures, and processes to ensure consistent practices, embracing industry best practice standards.
- Establishes compliance procedures and develops organizational strategies addressing the risks and liabilities associated with employment.
- Maintains knowledge of HR trends and emergence of new labor laws, interfacing with other stakeholders ensuring senior leadership remains apprised of the regulatory environment.
- Audits and monitors established HR policies, procedures and practices, interfacing with other stakeholders to promote compliance.
- Interfaces with other HR stakeholders, analyzes Payroll, Compensation, Benefits, Employee Relations, Performance Management, Training and Development, Talent Acquisition, Business Partner program, and Employee Services to ensure all functional Standard Operational Procedures (SOPs) interface and comply with all employment and labor laws.
- Works with other HR and staff to develop training specific to regulatory issues.
- Assists management with regulatory oversite on all HR communications.

QUALIFICATIONS AND CREDENTIALS
Education and Experience
Juris Doctorate with concentration in local, state, and federal labor laws and associated regulatory compliance. Working knowledge of payroll, compensation, classification and benefits administration regulatory requirements, policy development, and employee relations. Three to five years of experience working directly with an organization(s) in the legal aspects of employment law and compliance. Proven record of providing consultation on the full scope of employment and regulatory compliance with a focus on HR policies and processes. Current license with the Virginia bar in good standing, or the ability to become licensed in Virginia. Prefer experience with HR research and consulting in a multi-state, large-sized organization(s) environment.
